Why are my zebra finches not breeding?

ok guy i have 2 zebra finches one male and one female i bout them about 2 month ago and i provide a nest and streth news paper. the male some time put some in the nest but then in the morning its all in the floor . can anyone help me for that my zebra finches have babies please. ps in the night they sleep in it i check every day and no eggs
