Just bought a Betta Fish?

I just bought a Betta fish, with a 1 gallon aquarium, with some gems and a live Anubis plant. I filled the water with tap, and put in a tablet of Tetra Aqua-safe, which 1 tablet treats 10 gallons. My question is, the water turned bluish after it all disolved.. i waited a while to put the fish in it.. the fish seems fine, but goes to the top of the tank often, and sometimes to the bottom, but comes right back up for air i ume. Is the blueish water bad? is it normal for the fish to continually go up for air? he is active though.
