If I am a student with no credit, can I still get a loan without having a co-signer?

I am 19 years old and I am a student. I realized that I need to get a loan in order to pay for my school and to get a off campus apartment. However, my parents have horrible credit so they can't be my co-signer if I tried to get a loan. Is there any places that can give a loan to a student who doesn't have credit and doesn't have a co-signer. I just went to my bank to get a credit card so I can start building my own credit, however I believe it takes up to a year to build credit with a credit card. Thanks!
